Old Lyme Board of Selectmen
Regular Meeting Tuesday, February 17, 2004

The Board of Selectmen held a regular meeting at 4:00 P.M. on Tuesday, February 17, 2004 at Memorial Town Hall Auditorium.  First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.
Approval of Minutes:
Motion was made by Selectwoman Reemsnyder, seconded by Selectman Sibley, to approve the minutes of January 20, 2004 as written.  SO VOTED
Communications:
a.  Francis Carmody – Thanks to OLPD
A letter was received from resident Francis Carmody who felt it was important to inform the town officials and commend the police who came to his aid when his garage door malfunctioned.  The officer who responded fixed the problem, and his helpful suggestions were most appreciated.
3.  Appointments:  Members of the New Conservation Commission

Selectman Sibley made a motion to approve the names listed above to be appointed to the new Conservation Commission. Selectwoman Reemsnyder seconded the motion. SO VOTED.
Old Business:
Town Woods park – Status
At the Town Forum on Wednesday, February 25, 2004, there will be a presentation on a schematic of the Town Woods Park building created by Nina Peck
 Shoreline Sanitation – Refuse Collection Contract and Septage Transfer Contract
Selectwoman Reemsnyder made a motion to authorize the First Selectman to execute the four-year refuse agreement with Shoreline Sanitation with a renewal decision to be made in the third year of the contract.  Motion was seconded by Selectman Sibley. SO VOTED.
The Town of Old Lyme leases land on Short Hills Road from the Gouvna Group for the septic waste transfer facility at a dollar a year.  Selectwoman Reemsnyder made a motion to accept the lease agreement for 30 Short Hills Road as written.  Selectman Sibley seconded the motion.  SO VOTED.
Selectwoman Reemsnyder made a motion to accept the operation and maintenance agreement with Shoreline Sanitation for the septic waste transfer facility as written.  Selectman Sibley seconded the motion.  SO VOTED.  This agreement is in effect from January 1, 2004 to December 31, 2007 with the Board deciding by the end of 2006 whether to extend the agreement.
SVDD Committee – Status
Selectman Sibley stated that Ann Brown made a presentation to Zoning on February 9, 2004 on behalf of SVDD.  There was a motion made to have a special workshop meeting with the Zoning Commission on March 3, 2004 at 7:30 P.M.  The goal is to get an application to Zoning the first quarter of this year.
Info. Technology Committee – Update
Selectwoman Reemsnyder stated that she and Ted Crosby will visit the East Lyme Town Hall to view the GIS system in operation there to get figures and recommendations for the Old Lyme GIS budget.  A committee meeting will be held to discuss the accounting package.
Pumpout Boat – Recap
The pumpout boat on the Connecticut River was very successful this past year for the five towns that participated.  It was originally anticipated that each town would contribute $1200; however, because Essex Marina donated a slip for the boat as well as other service contributions, the towns were not charged. It has been recommended that an upgraded boat be acquired for the coming season.  
New Business:
CT River Watershed Council – Middletown Power Plant Study
First Selectman Griswold reported that there has been a proposal by Kleen Energy Systems to construct a large gas-fired power plant in Middletown on the Connecticut River.  Approximately six million gallons of water per day would be needed for cooling purposes.  This would be a new natural gas plant to augment the electrical generation now being used.  The CT River Watershed Council is supportive of this technology.     
  Bioterrorism Grant to Fund Bioterrorism Plan
In combination with other towns in the Middlesex County and working through CRERPA, two grants will be used to hire someone to prepare a plan for bioterrorism. Health Director Ron Rose worked with the Ledge Light Health District in the New London County to refine the small pox plan that is already in place. It is expected the bioterrorism plan will be prepared in the next four to six weeks.
6.  Public Comment:
Funding from the town for the Sound View Beach Assoc. community center has been deferred because they received a grant from the State of Connecticut. The association must still work out a plan for parking and septic.  One possible solution is to purchase property south of the center.  Another plan would be to use the bocci court parcel.  Health Director Ron Rose emphasized that test holes must be done.  First Selectman Griswold suggested that he, Ron Rose and Gail Fuller meet to discuss the situation.
Selectman Sibley stated that Linda Krause of the SVDD made the committee aware that there is DOT planning money available.  One of the requirements is a letter from the Town of Old Lyme requesting the money for improvements such as the intersection of Hartford Avenue and Rte. 156.  Also, Sound View Beach Assoc. president Dennis Melluzzo feels the congestion of last summer was directly related to the Rocky Neck closings and would like a better communications link.  Selectman Sibley inquired about the reconvening of the parking lot committee for Sound View.  First Selectman Griswold responded that it is important to use the parking lot committee to revisit last year’s problems, look at the signage, numbering of parking spaces, etc.
Selectman Reemsnyder reported on a meeting she attended on Martin Luther King Day,  January 19, 2004 with the Community Coalition. This group is concerned with instilling character in our young people and dealing with tolerance in our community and society.  Students from the LOL High School were invited.  The group meets the first Tuesday of each month at St. Ann’s Church.
